You can build a website using a website creation tool or piece of software such as Dreamweaver. In the days before open source content management systems, a tool such as Dreamweaver was often a great way for a graphic designer to create a website without having a tremendous proficiency for coding. Dreamweaver provided an interface that allowed a graphic design to be imported and then would customize the coding and output flat files for the website.
